Forced the Town
adminstration to take responsibility for the Town's obligations to the Senior
Housing project and properly budget and plan for the construction of the
water, septic and drainage portions of the project –
not a

Partnered with the
Access Agency—the community action agency of Windham and Tolland counties—to
provide needed youth, family and social services for the Town.
The
partnership also resulted in the Access Agency receiving a 4.5 million dollar
grant to construct the senior apartments in Willington. |

Received a $20,000
grant with the Access Agency for services to the seniors of Willington,
Ashford, and Mansfield. |
 |
Computers, which
were donated by the IRS, were installed in the Willington Senior Center. |

To increase
classroom space at Hall Memorial School and enhance cooperation between the
Town and School, we moved the Superintendent to the Town Office Building. |

Immediately
responded and replaced the majority of the two schools’ roofs when problems
were found. |

Made several
renovations to the schools including ADA compliance and safety code
compliance. |

Installed
computer, telephone and audio/visual systems wiring. |

Supported a
technology infusion in schools including computers and a new telephone system
for voice mail and telephones in classrooms so parents would have easier
access to reach their child’s teachers. |

Linked the Town
and schools with the internet. |

Responded to loss
of school bus parking by creating a new Town-owned permitted bus parking area. |

Implemented the
Town website,
www.willingtonct.org
, for easier access to Town information including board agendas and meeting

achieve consistent financial information, we consolidated the Town’s and
school’s bookkeeping departments. |

Achieved the
Town’s first Certificate of Achievement for Excellence in Financial Reporting. |

Implemented
the
most significant change in municipal accounting in a century. |

Implemented long
range capital and budget planning. Kept spending budget within the long range
plan. |

Supported a number
of on-going maintenance and capital plans for the school system. |

Reconstituted the
Recreation Commission to oversee and improve the Recreation Department with
more citizen oversight and leadership. |

Supported plans
for a new library. Formed a Library Building Committee to begin the design of
the library building on a donated parcel of land. |

Funded and
actively participated in the update of the Plan of Conservation and
Development. |

Digitized land use
documents and implemented a Computerized Geographical Information System for
better planning and permitting processes. It also
delayed the need for construction of additional space. |

Obtained 8
acres of land from the State and dedicated it to athletic fields. Field
design is finished.

equipment to perform road-side mowing and street sweeping with Town employees
instead of outside contractors. |

Oversaw lengthy
design, permitting, funding process, construction
and completion of the Village Hill Road
Bridge. |

Helped form an alternative
insurance group for Connecticut Municipalities to ensure that competition will
exist for the difficult municipal market. Patton
served as the first Chairman of the Board. |
